Each count is how many of Priya's commissions can ask for that value, not how much she likes it. A brief that lists the same value twice is counted once, and a value that only appears in one branch of a story choice still counts.

Friendship moves when you deliver her commissions, and a commission judged excellent can move it further than one that merely succeeds. The points a commission awards are not published, so set your level from the game's character screen rather than reading it off a delivery count.
